Guidelines for Permit Applications
When opening a new business in East Greenwich Township, the business owner or agent must go to the East Greenwich Township Municipal Building, which is located at 159 Democrat Road, Mickleton, NJ 08056

There are two applications that you must pick up and fill out completely. The applications are:

Sign and Facade Information (Chapter 16.42)

Purpose
The purpose of this chapter is to permit such signs that will not, by their reason, size, location, construction or manner of display, endanger the public safety of individuals, confuse, mislead or obstruct the vision necessary for traffic safety, or otherwise endanger public health, safety, and morals; and to permit and regulate signs in such a way to support and complement land use objectives set forth in the zoning chapters. (Prior code 13-25.1)

Sign definitions and classifications
"Sign" means any device designated to inform or attract the attention of persons not on the premises on which the sign is located; provided, however, that the following shall not be included in the application of the regulations herein:
  • Signs not exceeding one square foot in area and bearing only property numbers, post box numbers or names of occupants of premises;
  • Flags and insignia of any government, except when displayed in connection with commercial promotion;
  • Legal notices, identification information or directional signs erected by governmental bodies;
  • Integral decorative or architectural features of buildings, except letters, trademarks, moving parts or moving lights;
  • Signs directing any guiding traffic and parking on private property, but bearing no advertising matter.

"Sign Area" means that area enclosed by one continuous line, connecting the extreme points or edges of a sign. The area shall be determined using the largest sign area or silhouette visible at any one time from any one point. This area does not include the main supporting sign structure, but all other ornamental attachments, inner connecting links, etc., which are not part of the main supports of the sign are to be included in determining sign area. (Prior code 13-25.2).

Prohibited signs
The following signs shall be prohibited in the township:

  • Outdoor, off-site commercial advertising signs or billboards;
  • Signs which are designated or intended to attract attention by sudden, intermittent or rhythmic movement, physical of lighting change, except signs for purposes or warning or safety;
  • Signs using mechanical and/or electrical devices to revolve, flash, or display movement or the illusion of movement;
  • Signs which obstruct driving vision, traffic signals, sight triangles or other signs;
  • Signs with any lighting or control mechanism which may cause radio or television interference;
  • Signs so erected, constructed or maintained as to obstruct or be attached to any fire escape, window, door or opening used as a means of egress or ingress or for firefighting purposes, or placed as so to interfere with any opening required for legal ventilation;
  • Signs utilizing the colors red or green in their illumination when such signs are placed within one hundred (100) feet of a street intersection;
  • Hanging signs or signs which protrude from a building or which affixed to any tree, fence or any electrical . telephone or other public utility pole;
  • Signs located on a lot other than the lot occupied by the use, event or product which such sign advertises;
  • Signs which in any way simulate official, directional or warning signs erected or maintained by the state of New Jersey, Gloucester County or East Greenwich Township or by any railroad, public utility or agency concerned with the protection of the public health or safety;
  • Signs which are of such a form, character or shape or are placed so as to confuse or dangerously distract the attention of the operator of a motor vehicle (Prior code 13-25.3)

    Procedures and standards for permitted signs
    All signs, with the exception of real estate signs and temporary signs must be approved by the township. All signs proposed in the township shall conform to the following standards:
Described in Development Application. Permanent signs proposed, as part of a new development shall be sufficiently described as part of the development application to enable review by the township to determine conformance with these standards.
Attached Signs. Attached signs shall be affixed parallel to the wall to which they are attached and the face of the sign shall project no more than twelve (12) inches from the surface of the wall.

Design and Construction. Signs shall be constructed of materials, which are durable and harmonious with the surrounding area, and designed in a manner, which is compatible with the character of the surrounding area.
Height. No part of any sign shall extend above the top or beyond the ends of the wall surface upon which it is placed. No free standing signs in industrial or business zones shall be more than twelve (12) feet in height, measured from grade to top of sign. No signs shall be placed, inscribed or supported upon the roof or upon any structure, which extends above the roof.

Illuminated Signs. Illuminated signs shall be arranged to reflect the light and glare away from adjoining lots and streets. No sign shall be permitted having a beam or beacon or flashing illumination. All signs, lighted exteriorly, shall have the light source shielded from adjoining lots, streets and interior drives. All lights shall be either shielded of have translucent fixtures to reduce off-site effects.

Location. Attached signs may be located anywhere that does not conflict with any height, obstruction to vision or other regulations. Free standing signs shall be not closer to a side lot line than the minimum side yard requirement for the principal building, no closer to a street right-of-way than twenty (20) feet and not located in any sight triangles.
Maintenance. Signs shall be maintained in good condition and not allowed to become dilapidated.

Number of Signs. Each use may have one sign per street frontage.
Real Estate Signs. Real estate signs temporarily advertising the sale, rental or lease of the premises, or portion thereof, if not attached to the building, shall be set back at least fifteen (15) feet from all street property lines. Such signs shall not exceed eight square feet in area for residential advertising, nor twelve (12) square feet for commercial and industrial advertising. Real estate signs shall be removed at the expense of the advertiser within fifteen (15) days after the termination or completion of the matter of business being advertised.

Temporary Signs. Temporary signs, advertising the name of a project or building under construction, general contractor, subcontractor, financial institution, public agencies or officials and professional personnel who worked on the project, are permitted on a construction site after a building permit for such construction has been issued. Such signs shall not exceed an area of twenty-four (24) square feet, shall be subject to the other standards of this section, and must be removed prior to the issuance of the last certificate of occupancy for such construction. Temporary signs advertising events such as fairs, bazaars, auctions, garage sales and other special activities, including political signs and posters, shall be erected or placed so as not to obstruct or obscure visibility at corners or intersections, or otherwise cause a traffic safety hazard. Such signs shall not be placed within the right-of-way of any street and shall be no more than four square feet in size. Such signs are allowed one month prior to the event being advertised and must be removed within ten (10) days following the event.

Size of Signs. Signs identifying or advertising a business or use on-site shall not exceed the following maximum size requirements. Maximum areas for free standing signs are inclusive of two-sided or one-sided signs.

Commercial and industrial use: Maximum of twenty-four (24) square feet for a free standing sign or a maximum of ten (10) percent of the wall surface area for an attached sign. School, church, health care or professional office. Maximum twelve (12) square feet for a free standing sign or five percent of the wall surface area for an attached sign.
Home occupation: Maximum of four square feet for either a free standing or an attached sign

Historic District. Historic district signs shall not be illuminated and shall be designed to be in keeping with the historic area. A maximum of six square feet shall be permitted for either a free standing or wall mounted sign.

Special Standards for Interstate Business I and II – Districts Fronting I-295. Free standing signs shall conform to the following standards:
1. Height 50 feet maximum
2. Size 150 square feet maximum
3. Location 1 per parking lot
